However, it has been more broadly applied to essentially all threats all hazards at the local level. This is another interesting example of the nature of sharing - it is very hard to predict and prescribe. If you put the right capabilities in place, sharing happens, and it rarely happens the way people thought it was going to happen. Keep up the good blogs!
