		<description>Virtual Alabama was started - as the u-tube video indicated - with primarily a homeland security focus. However, it has been more broadly applied to essentially all threats all hazards at the local level. This is another interesting example of the nature of sharing - it is very hard to predict and prescribe. If you put the right capabilities in place, sharing happens, and it rarely happens the way people thought it was going to happen.
