Microsoft Fusion Core Solution
- Served as Fusion Center Subject-Matter-Expert (SME)
- Developed requirements for fusion center intake, analysis and dissemination processes
- Served as lead Microsoft Project manager for Fusion Core Solution development
- Assisted in development of Fusion Core Solution software components and user interface
- Serves as Microsoft project manager for Washington and Utah Fusion Core Solution pilot projects
Navajo Nation Integrated Justice Modernization
- Participated in BJA sponsored technical assistance to the Navajo Nation NNJISP prject
- Evaluated their as-is business process and technology environment
- Developed recommendations for their desired to-be architecture
- Provided consultation regarding information sharing strategy and governance processes
Illinois State Police
- Developed a customized version of the DOD Architecture Framework (DODAF) and developed more than a dozen Enterprise Archtiecture (EA) artifacts
- Facilitated development of 15 Enterprise Architecture artifacts describing the operational activites and business processes, as-is and to-be system of services, and technical standards components to help them in modernizing their entire IT infrastructure
- Assisted in authoring of a the requirements and Request for Proposal (RFP) language required to help them modernize their Hotfiles system
- Conducted full business process and service-oriented analysis, and authored an Intelligence Modernization Requriements document to aid modernization of the technology and information sharing capabilities of the Illinois Statewide Terrorism and Information Center (STIC)
California Peace Officer’s Standards and Training
- Served as PM and SME towards developing a functional prototype of a performance support tools to help law enforcement investigators understand the knowledge, skills, processes and tools required to support the investigative process
- Facilitated development of web-based performance support tools to aid oficers in preparing search warrants
Naval Criminal Investigative Service
- Developed architecture and requirements document for the Law Enforcement Information Exchange (LInX) law enforcement information sharing project
- Provided technical and implementation support for five of eight LInX deployments–Norfolk, VA, Seattle, WA, Corpus Christi, TX, Jacksonville, FL, and Albuquerque, NM
- Assisted in development of LInX web services interface to facilitate information sharing with the FBI Regional Data Exchange (R-DEx) project
- Aided development of LInX Privacy Impact Statement and other privacy, security and governance documents needed to implement effective information sharing
Federal Bureau of Investigation
- Co-developed architecture and authored Concept of Operations, and Funcntional Requirements Document for Joint Terrorism Task Force (JTTF) Information Sharing Intiative (ISI), an effort to develop law enforcement data warehouses in shupport of JTTF and homeland security objectives
- Provided project management and implementation support to the Gateway Initiative in St. Louis, MO, the FBI’s first JTTF-ISI implementation
- Assisted in authoring of Privacy Impact Statement and developed operational scenarios and conducted analysis in support of JTFF-ISI operational testing and demonstration
- Assisted in planning for deployment of the JTTF-ISI initiative to four more pilot locations
- Participated in development of the Departme of Justice Law Enforcement Information Sharing Program (LEISP)
U.S. Postal Inspection Service
- Helped to develop a program Evaluation methodology to assess the effectiveness of the fifiteen USPIS oeprational programs
- Facilitated interviews, meetings, and focus groups to identify strategic management challenges across USPIS operations
- Co-authored 2001-2006 Strategic Plan that laid out three core operational goals for the U.S. Postal Service-: 1) Safety - Ensure a safe, secure, and drug-fee work environment; 2) Security – Reduce theft of the mail and deter criminal attack of postal products, services and assets, and Integrity; and 3) Reduce the use of the mail to defraud customers, businesses and government agencies
Naval Security Group Headquarters
- Project manager for the development of Department of Defense Enterprise Architecture (DODAF) compliant enterprise architecture products for the Navy’s Maritime Cryptologic Architecture (MCA), and provided consultation to multiple National Security Agency enterprise architecture efforts; facilitated development of MCA products with service system commands – SPAWAR, CECOM, ESC and MARCORPSYSCOM
- Led development and publication of the MCA Technical View (TV) and contributed to development of MCA Systems View (SV); also assisted with the development of several Operational View (OV) products and formulated an MCA TV Standards Profiles Matrix to document level of compliance with MCA TV standards for 12 maritime cryptologic systems. Authored Information Assurance standards that involved extensive research of current information assurance and information security standards.
- Developed Maritime Cryptologic Architecture Functional Reference Model (FRM) that laid the groundwork for identification and organization of MCA (service-oriented) system capabilities (aka “functions”); FRM also served to guide procurement of commercial off the shelf (COTS) cryptologic capabilities and helped to facilitate reuse of other service developed cryptologic system capabilities.
